This is the section of Thematic Commissions.
The Thematic Commissions are the groups in charge of collecting the needs, the solutions and the proposals of the citizens, the sane, useful and common-sense knowledge, and of composing and coordinating them in clear and understandable, real and realistic, feasible and practical, ethical and human forms, each one for its own theme.
The whole collection of everything composed and coordinated is the proposal to the People and the Country.
The Thematic Commissions have the objective of producing their own parts of the proposal to the country, and therefore, in order for each to be able to carry out its work in a reasonable time frame and in line with the others:
They are created by theme and sub-theme, also according to the magnitude of the theme, in order to distribute the workload evenly.
They are composed of an odd number of members, which is not excessive.
Members, having the task of composing and coordinating, cannot be proposers, as this would constitute a conflict of interest with the role of Commissioner.
Ideally, a committee should consist of these three members:
a citizen – the user, directly interested in the subject;
an operator – the professional who has practical experience of the subject;
a scholar – the expert who has theoretical knowledge of the subject.
